The Parliamentary Centre (PC) is a leading Canadian non-partisan/non-governmental organization devoted to improving the effectiveness of representative assemblies around the world, with a special focus on Africa. With technical support and mentoring from PC in Ottawa, the Ghana program is evolving into an autonomous regional program for the entire continent out of which capacity building services will be designed and delivered to different African parliaments.

Currently 5 projects are being implemented out of the Ghana office benefiting both the Ghana and other African parliaments. In order to ensure quality program implementation and local program ownership and sustainability, an experienced locally-available professional with proven program management/development, and excellent coordination competencies will be recruited to be based in Accra, Ghana to execute the responsibilities described below. Under the supervision and program leadership of the Africa Program Director, the Coordinator of Operations will work with a team of about 15 locally-based staff on a daily basis to ensure quality and efficient project implementation.

PRIMARY FUNCTION: To coordinate the efficient implementation of the projects and development of new program activities as executed out of the Parliamentary Centre’s Africa Office in Ghana.

RESPONSIBILITIES:

Strategic Planning and Resource Coordination

  • Coordinates the development of activities and action plans for different project components to ensure complementarity, consistency and compliance with technical and quality requirements of different donors;

  • Manages the resource cycle process (strategic, annual work plans, budgets and human resource allocations) to ensure PC’s operations are effective and efficient; and 

  • Coordinates the scheduling of projects and preparation of development proposals to ensure maximum utilization of resources.

Project Management, Project Development,Monitoring, Evaluation and Reporting

  • Coordinates efficiently the development of annual project work plans and new project proposals;

  • Manages the process to develop tools that will be used for the baseline assessments, mid-term and final evaluations;

  • Coordinates the process of information gathering of the implementation and monitoring of project results; reviews and ensures that the projects are progressing as stated in the implementation plans;

  • Ensures that quality M&E data is well represented in reports to donors;

  • Coordinates the efficient and timely preparation of all project reports produced in Ghana;

  • Proposes and implements approved corrective measures to address issues raised in project progress reports;

  • Ensures that the approved work plans are implemented in a timely manner;

  • Co-manages with the Africa Program Director the development process of new projects; and

  • Coordinates and manages the process to develop proposals for new projects in the Africa program.

Human Resource Management

  • Provides mentoring and coaching to program implementation staff on program quality subject matter;

  • Assesses technical assistance needs in advance, and advises Program Director on recruitment of technical assistance experts

  • Prepares scopes of work for technical assistance experts and reviews their deliverables for program quality

Project Budgeting, and Financial Planning

  • Works closely with the Finance and Administration Manager and other relevant staff to ensure appropriate project budget and financial planning; and

  • Ensures quarterly budgets are efficiently used to implement quarterly activities without overspending

Other Responsibilities

  • As assigned by the Africa Program Director.

QUALIFICATIONS: 

  • Masters degree preferred, with emphasis in international relations, development studies, or a related field of expertise such as political science, economics, sociology, etc.;

  • At least 6 years in a program management position with an international organization coordinating several projects funded by different donors;

  • Minimum 3 years experience managing projects on governance and democratic development;

  • Excellent communication and technical writing skills in English;

  • Proficiency level in French preferred;

  • Excellent strategic/action planningand strong team leadership skills;

  • Demonstrated capacity to coordinate multiple tasks at the same time without compromising program quality

  • Proven knowledge of, and skills in proposal-writing and budgeting;

  • Strong analytical skills, and excellent knowledge of Results-Based Management frameworks and the corresponding tools such logical framework model; and

  • Computer proficiency in Word, PowerPoint, Excel, and Outlook
