Scope:
The Governance & Rights Coordinator will play a key role in guiding the integration and quality delivery of IRC's program activities across the sub-sectors of: Civil Society Development, Protection, Reintegration and Rule of Law.
Responsibilities:
This position reports to the Deputy Director, Programs and manages a staff of 5 - 6 Managers responsible for direct implementation or programs under the Governance & Rights sector.
Program Management
- Work with the Deputy Director, Programs and program staff to develop a Governance & Rights Country Sector Strategy in line with IRC global and country strategies and takes in to consideration the local context as a basis for guiding the implementation of programs.
- Provide technical support and supervision to the CSD, Protection, Reingtegration and Rule of Law programs, including program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning.
- Participate in the development of relevant training modules, including organizational strengthening and institutional development for IRC staff members and CSO partner organizations
- In coordination with other technical staff, identify viable, active local NGO partners; develop and implement capacity-building protocols for the transfer of IRC skills and experience to local government and local NGO/CSO partners using IRC CSD methodology.
- Provide substantive input into the proposal development process for funding across the G&R sector, including program design, logframe development, proposal writing and budget development.
- Work with the Field teams who provide training, advice and assistance to other sectors to ensure Protection principles are full integrated into IRC's programs in all sites.
- Contribute to the development of an effective monitoring system
- Closely monitor the external context vis-a-vis protection issues in areas of implementation, Southern Sudan, and the region through coordination with NGO, government, CSO, UN and other actors, analyzing the information and sharing the same with team members.
Financial Management
- Lead the development of spending and procurement plans.
- Ensure that direct reports review Budget vs. Actuals on a monthly basis
- Recommend grant and budget revisions in consultation with the Grants Unit to the Deputy Director.
- Advise on budget development with the field teams based on field activities.
Coordination and Representation
- Liaise with counterparts, UN agencies and NGOs; participate in respective sector specific coordination forums.
- In coordination with the Country Director and Deputy Director, Programs input into the IRC Southern Sudan advocacy strategy.
- Establish and maintain a strong working relationship with G & R technical unit.
Requirements:
- At least five (5) year's experience in the humanitarian/development sector including specific expertise in one of the following sectors - CSD, protection, reintegration or rule of law - and ability to demonstrate understanding of the key issues in the other sectors
- Masters degree in Development studies, International Relations, International Law, Gender and Development; Governance and Development or another related field.
- Experience working with and coordinating with US, EU and UN donors, other INGOs, national NGOs and government agencies
- Proven ability at staff management, multi-tasking, time management, and flexibility, particularly in a multi-cultural environment
- Demonstrated ability to start-up and coordinate projects
Specific Security Situation/Housing:
The Governance & Rights Coordinator will be based in IRC shared staff housing in Juba, Central Equatoria and will be expected to travel frequently to IRC's field sites throughout Southern Sudan. There are no major security concerns in the area at the moment but staff is required to adhere to the IRC defined curfew.
