OAS Secretary General José Miguel Insulza recently noted in a Washington address that, we are entering into a new era in hemispheric relations, an era in which military dictatorships are things of the past and in which democracy is a fundamental political value for all countries in the hemisphere.  However, despite its widespread acceptance, democracy has not been without its challenges.
